There is a good deal of uneasiness at
Shanghai lest the "bubonic plague" which has been
prevalent for some time past at Hongkong and is
in many respects similar to the "Black Death"
which reigned in London about the middle of the
17th century should extend to that Port.
At the request of Her Majesty's Consul
General I have therefore authorized putting in
force, if necessary, certain Sanitary Regulations,
of which I have the honour to enclose herewith a
copy to Your Lordship.
